Vlingo is a company in the business of making apps that use speech technology on mobile phones. They vary in price from free up to 19.99 depending on the device and capability. And just announced is something called SafeReader. CEO Dave Grannan...

"you'll be able to, when you jump in the car, just press a button on the phone and say the words "turn safe reader on". And then during your trip, anyone that send you a test message or an email, that'll automatically be read to you while you're driving. So what we're really trying to do is make getting those text messages and emails as safe as listening to the radio in your car."
